CIVIL ENGINEER/UTILITY COORDINATOR | INDIANAPOLIS, IN

This multi-faceted position will offer responsibilities in multiple areas for a variety of projects.  The Civil Engineer will work in design of bridges, roadways, and small structures.  This position will also act as Utility Coordinator and perform the work of identifying, coordinating, mitigating and/or relocating utility facilities that are impacted by highway improvement projects throughout Indiana.  Projects are likely to include interstates and highways, urban and rural roadways, and also bridge rehabilitation or replacement projects.   This key role requires the ability to work as part of a multidisciplinary team, communicate and coordinate activities, and execute projects for a variety of clients.

Typical responsibilities include the following:

  • Frequent communications with utilities, review of Indiana Department of Transportation (INDOT), Local Public Agency (LPA) or local design plans, review of utility relocation work plans, constructability reviews of proposed relocations, preparation of agreements and site inspections during construction.
  • Act as the liaison between client, designer, and the utilities.
  • Perform office utility coordination between phone and emails and have approximately 10% travel to do field check meetings.
  • Design of Roadway projects including horizontal alignment, vertical alignment, drainage design, ditch profile, guardrail calculations and super elevation diagrams.
  • Design and prepare plans for small structure projects.
  • Assist in preparing CAD drawings using GEOPAK, and/or OPENROADS DESIGNER and MICROSTATION software.
  • Assist in developing construction plans from engineering design calculations.
  • Perform bridge and small structure inspections and complete any associated reports and load ratings.
  • Perform hand and software supported bridge analysis and design computations.
  • Visit project sites locally and throughout the Indiana and other Midwest locations to perform bridge and small structure inspections, verify existing conditions during design, and provide construction support engineering.
  • Coordinate with other disciplines within the transportation department including but not limited to survey, roadway, drainage, planning and environmental.

Requirements for this Position

 

  • Bachelor’s degree in civil engineering (BSCE) or related field, OR 4+ years of experience in highway or utility industries with prior utility coordination experience.
  • Minimum of one year in utility coordination and/or utility relocation efforts.
  • INDOT utility coordination certification
  • Experience coordinating with utilities, utility design, DOT projects
  • Ability to read and understand highway and bridge plans and specifications.
  • Ability to upload documents into INDOT UMS preferred.
  • Proficiency in MicroStation CAD to review utility conflicts and relocation design provided by the utilities, and to prepare master relocation drawings.
  • Experience in development and/or review of utility relocation designs.
  • Ability to visit and safely traverse construction and project sites and comply with all applicable safety codes and requirements.
  • Experience preparing roadway and/or bridge structure plans for INDOT or DOT projects
  • Must be highly organized and detail oriented.
  • Possess excellent time management skills.
  • Ability to collaborate on projects and interface with clients
  • Ability to complete multiple projects within established schedules.
  • Possess excellent verbal and written communication skills.

    The Survey Project manager is responsible for the direction, coordination, implementation, control, and completion of survey project, while remaining aligned with strategy, commitments, and goals of the organization.   The Survey Project Manager manages survey projects and coordinates with Crew Chiefs and survey crews as well as our clients.  The Survey Project Manager reports to the Director of Surveying.  The position involves routine contact with individuals outside the Company requiring technical knowledge, persuasion,  and diplomacy.

    Knowledge, Skills, & Abilities Required for this Position

     

    • Perform Route Surveys, Topographic Surveys, Construction Staking, Field book assembly,  and various other surveys.
    • Ability to create Location Control Route Survey Plat, ALTA/ACSM Land Title Surveys, Retracement
    • Maintain and adhere to QA/QC procedures, note taking, and maintaining office and field project  material.
    • Perform record search at recorders offices and government entities.
    • Prepare legal descriptions, surveyor’s reports, and record drawings.
    • Create and Submit 811 Utility Locate Tickets.
    • Assist with Utility Coordination as needed.
    • Ability to assist with marketing of Survey skills preferred.
    • Proficient with INDOT and/or ODOT Standards/ Code lists and survey requirements.
    • Coordinate with clients and the Director of Survey to help define project scope, goals, schedule, budget, and  deliverables.
    • Plan and implement projects and manage them from inception to completion.
    • Define tasks and required resources.
    • Track deliverables, and monitor and report on project progress to clients and Survey Director.
    • Support and direct survey project team.
    • Lead quality assurance for survey project team.
    • Implement and manage change, when necessary, to meet project outputs.
    • Evaluate and assess results of survey project
    • Micro Station Experience is a plus.
    • Possess strong math skills and geometric problem-solving ability.

    Minimum Qualifications

    • High school diploma or equivalency

          Job duties include the following:

           

          • Conduct preliminary research of project sites using online mapping tools such as Indiana Geological Survey’s Indiana Map, county GIS sites, ArcMap, and National Wetlands Inventory.
          • Perform site investigations including ecological surveys, wetland delineations, and other associated field investigations, sometimes in adverse site conditions (such as heat and cold).
          • Communicate effectively with clients, agencies, and fellow staff.
          • Compile appropriate and thorough documentation meeting state and federal procedural standards for federal and state waterway permitting, wetland delineations, and NEPA documentation per INDOT procedures; this includes report text and field data sheets, as well as development of required project maps and photo documentation.
          • Assist with coordination and documentation of ecological, wetlands, and waters data for NEPA environmental documents.

           

           

          Requirements for this Position

           

          The successful candidate should possess a Bachelor of Science degree in biology, botany, environmental science, or natural resources and have relevant experience working in the field of ecology or related field.  The desired candidate must have proven experience in successfully processing federal and state waterway permits in accordance with IDEM, IDNR, and USACE procedures. These may include Section 401/404 applications, Construction in a Floodway (CIF) applications, and Rule 5 applications. Experience with NEPA document preparation and wetland delineations in accordance with INDOT and USACE delineation procedures is strongly desired. Candidates with less educational background but proven experience with plant identification, knowledge of Indiana ecosystems, and federal and state waterway permitting will also be considered.

           

          • Bachelor’s degree with sufficient and relevant experience in biology, botany, environmental science, or natural resources, or proven experience in field data gathering and analysis.  Masters preferred.
          • Proven experience (minimum 5 years preferred) with USACE, IDEM, and IDNR waterway permitting and agency coordination. Experience with INDOT project permitting preferred.
          • Ability to analyze and comply with regulatory procedures, policies, and production of wetland delineations and waters reports, and approval processes.
          • Knowledge of Indiana ecosystems, with special emphasis on wetland and stream ecology.
          • Ability to read and interpret roadway and development plans and technical reports.
          • Proficiency in Microsoft Office, ArcMap/GIS, and PDF editing software.
          • Ability to prioritize and manage multiple projects efficiently to meet project deadlines.
          • Work collaboratively with environmental staff, clients, and governmental agencies.
          • Valid driver’s license and reliable vehicle.
          • Strong technical writing and verbal communication skills
